Abstract

The modernization of registry services through technologies such as digitalization, \textit{blockchain}, and artificial intelligence is crucial for administrative efficiency and social inclusion. This study evaluated the impact of these tools on public registries through a systematic review following the PRISMA protocol. A total of 20 documents were analyzed from databases including Scopus, Web of Science, Dimensions, and {Google Scholar. The findings highlight that these technologies enhance transparency, traceability, and equitable access, although challenges remain regarding infrastructure and digital literacy in vulnerable contexts. It is concluded that the effective implementation of these technologies requires comprehensive strategies combining investment in infrastructure, inclusive policies, and civic education. Such measures are essential to strengthen a more resilient, efficient, and socially equitable state model.
